Questions.

Do I need any other land add-ons to use proposals?

No. Proposals work on their own, but the site-constraints summary has more to show when you also use TPOs, sub-surface services, planning and BNG.

Can a proposal exist without buildings forever?

Yes. A site in proposed status needs no buildings. When you get consent, add a building to the site, and the proposal record stays as history.
